Installing Geo::Coder::US and US Census Tiger data:
Step One, install Geo::Coder::US and Archive::Zip (for the importtigerzip.pl script):
$ sudo bash

cpan> install Geo::Coder:US
cpan> install Archive::Zip
Step Two, grab the 2004 "second edition" US Census Tiger data used by the US census mapsurfer:
$ wget -m --no-parent http://www2.census.gov/geo/tiger/tiger2004se/
Step Three, grab the GNIS FIPS55 data, specifically All_fips55.zip:
$ wget http://geonames.usgs.gov/fips55/All_fips55.zip
Step Four, follow the Geo::Coder::US::Import perldocs, and build a geocoder.db file:
$ find www2.census.gov/ -name '*.zip' | \
xargs -n1 perl ~/.cpan/build/Geo-Coder-US-1.00/eg/import_tiger_zip.pl geocoder.db
Step Five, extract and install the FIPS55 data:
$ unzip All_fips55.zip
$ perl ~/.cpan/build/Geo-Coder-US-1.00/eg/import_fips.pl geocoder.db AllFIPS55_*.txt
